§ 41. Sewers and drains.

Be it further enacted, that the City Council of Cumming shall have full and absolute power and authority to control by ordinance all city pipes, sewers, and drains, private drains, water-closets, privies, and the like in said city, and to prescribe their location, structure, and use, and to make rules and regulations and to pass such ordinances concerning them or their use, in all particulars, as may be deemed best for the preservation of the health and comfort of the inhabitants of said city.
