§ 3. Governing authority designated.

Be it further enacted by the authority aforesaid, that the municipal government of said City of Cumming shall be vested in a mayor and five councilmen, that the mayor and councilmen shall be collectively known as the "City Council of Cumming," and shall be the supreme governing body, exercising all the powers herein conferred upon the corporation and not otherwise specifically delegated.
