§ 13. Persons eligible to vote.

Be it further enacted, that all persons qualified to vote in this state for members of the General Assembly, who have paid all taxes legally imposed and demanded by the authorities of said city, and who shall have resided in said city six months prior to the election at which they offer to vote, and who shall have registered as required by the registration laws or ordinances of said city, shall be qualified to vote at any election held under the provisions of this Charter.
