No certificate shall be issued or continued in operation unless the holder has paid
an annual regulatory fee, as provided in section 14-470(5), and occupation tax as provided in article II of chapter 14, for the right to engage in the taxicab or limousine. Such fees shall be for the
calendar year and shall be in addition to any other license fees or charges established
by proper authority and applicable to such holder or the vehicle or vehicles under
his operation and control.
(b)
In the event the certificate is denied or the application is withdrawn prior to issuance,
the amount of the regulatory fee shall be refunded with the exception of the amount
of $100.00 which will be retained by the city to cover administrative and investigative
costs.
