  • The fees, taxes or charges required by chapter 111 are as follows:

    (1)

    Water, sewer, and garbage.

    a.

    Water meter — Water system capacity charges (does not include installation costs):

    Note: Commercial water customers must comply with the City of Cumming's Cross Connection Control Ordinance and will be required to install and maintain a heated and enclosed RPZ Backflow Prevention Device at no cost to the City. All multi-unit residential developments must pay a water system capacity charge equivalent to the number of residential units × $1,200.00 per unit. Customers will pay a base bill for water, sewer and garbage for each residential or commercial unit. All commercial food service establishments must install and maintain a properly sized outdoor, in-ground, concrete, minimum 1,000-gallon grease interceptor. All customers must comply with the most-current city-mandated watering restrictions.

    Water, sewer and garbage services will be terminated if an account is more than 60 days late. Services will be terminated if an account carries a balance of greater than $50.00 and is not paid by the due date.

    g.

    Establishing service: $125.00 deposit required - Residential or commercial:

    Deposit of $125.00 per customer is refundable after service is terminated and the final bill is paid in full. All new customers must submit a picture ID along with DOB, a readable copy of a GA driver's license, a completed application for service along with either proof of ownership of the property such as a deed or a lease or rental agreement. If customer files for bankruptcy and the city is named in the bankruptcy, a new deposit of $125.00 will be required to re-establish service. The City of Cumming reserves the right to collect past due debt.

    h.

    Stolen, damaged, or misplaced meter fine, including, but not limited to, damage to meter, register, antenna, backflow, meter box, lid, and curb-stop ..... $1,200.00

    i.

    Meter or lock tampering fine (includes illegal removal of lock), including, but not limited to, tampering with lock, meter box, antenna, lid, curb-stop or other apparatus ..... $300.00

    j.

    Move a ¾-inch residential water meter at customer request ..... $750.00

    Move a meter larger than ¾-inch at customer request, minimum plus cost of materials\$750.00

    k.

    Test ¾-inch meter at customer's request ..... $100.00

    l.

    Test 1-inch meter or larger meter at customer's request ..... $350.00

    m.

    Hydrant meter rental fees:

    ¾-inch fire hydrant meter requires a deposit of $250.00. A refund of $225.00 less a fee for water usage based on current rates will be made available once the meter is returned in good condition. Eight-inch fire hydrant meter requires a deposit of $1,000.00. A refund of $800.00 less a fee for water usage based on current rates will be made available once the meter is returned in good condition.

    n.

    Utility code enforcement.

    Ordinance violations: $300.00 — $1,000.00 per day per offense

    Includes, but is not limited to, violations of the provisions of the city utilities ordinance or a city-issued industrial pretreatment permit.

    o.

    Senior citizens (62 years and older) with picture ID:

    Senior citizens receive a 50-percent discount on water only (not on sewer) if they live inside the city limits.

    Senior citizens receive a 25-percent discount on water only (not on sewer) if they live outside the city limits.

    Additional surcharges may be levied against industries whose effluent strength or concentration is such that an increased chemical, electrical, or oxygen demand is created by the discharge at the city's AWRF or other appurtenance.

    r.

    Septic waste dump charges: All wastewater hauled and discharged into the city's AWRF will be charged a treatment surcharge rate of $0.15 per gallon. All charges must be paid prior to acceptance of the material by the City of Cumming. The city reserves the right to refuse to accept any and all hauled wastes.

    s.

    Water laboratory testing fees: Coliform bacteria testing performed by the City of Cumming Potable Water Production Facility Laboratory - $35.00 per sample.

    (2)

    Stormwater management services.

    a.

    Stormwater management permit application review fee.

    b.

    Stormwater management service fee for stormwater collection, distribution, and treatment of stormwater and other services.
